राज्य (Rajya) in Vedic Sanskrit means Administration. A great many translators of Kautilya’s Arthashastra have translated it as Nation-State, State, Country, etc. Kautilya a.k.a. Chanakya also uses a word called राज्यनर्ह: Rajyanarha.
